I have TWC 300 Mbps down and 20 Mbps up, so the 20 Mbps up would be the cap. I don't think it's utilizing the local network. Regarding the wired TV, I believe the problem is with the app, itself. I'm going to assume that would work fine. I haven't tried putting an HVEC file on a USB and playing it, though. I'm apparently a few releases behind the Android app. I think your initial assumption, regarding the Plex app and several other aspects is correct.
